Tracking reflects USPS scans, which can arrive delayed or out of order. Without Certified Mail, letters travel as standard First-Class: scans are best-effort and a final delivery scan isn’t guaranteed, so “delivered” may never appear. Certified Mail includes definitive end-to-end tracking.
